There are many social services available for children and families in
communities across the county. Unfortunately, in many communities,
resources are spread thin and unevenly. Services are often fragmented,
and sometimes of questionable value. There are frequently enormous gaps
in access, unnecessary and wasteful duplication of effort, and little
to no quality control. What is needed is a coordinating body, akin to
air traffic control, that has deep roots in the local community, a
bird’s eye view of all of the services available, and a nuanced
understanding of how these services connect and cohere as a system. In North Carolina, visionary leaders, including elected officials of the NC General Assembly, work to ensure that investments in children and families are made wisely through requiring systems of accountability for programs that have evidence that supports their effectiveness.
