Request for Proposal 2012-2013
The Onslow County Partnership for Children (OCPC), a private, non-profit (501(c)3), serves the interest of Onslow County’s children and their families. The OCPC administers the Smart Start funding for Onslow County that targets families and their children ages 0-5. The OCPC is currently seeking individuals/organizations who wish to be considered as a Direct Service Provider (DSP) for any of the following program areas for fiscal year 2012-2013 (July 1, 2012-June 30, 2013).
Early Care and Education
- A program to provide the core services of a local Child Care Resources and Referral (CCR&R) through child care referrals for parents and training and technical assistance to child care professionals.
- Programs to provide technical assistance to child care center directors to devleop systems that encourage the attainment of college level credits in Early Childhood Education by child care center staff.
- Programs to provide technical assistance to assist child care facilities in increasing and maintaining their star ratings as issued by the NC Division of Child Development.
- A program to provide materials and training to families to pormote early literacy, parent/child interactions and brain development as an affiliate of the national Raising a Reader organization.
Health Support
- A program to increase the number of children ages birth to five who receive early intervention services through the children's developmental service agency or Onslow County School system.
Family Support
- A program to provide classes and materials on parenting and child development for parents utilizing standardized curriculums.
- A program to provide support for first time teen mothers to remain in school, achieve goals to improve parenting skills, and enhance employment opportunities.
- A program that provides one-on-one support to parents of children ages birth to five in the home using the Parents as Teachers curriculum.
- A parent education program designed for parents of behaviorally challenged children ages two to five. The Incredible Years: BASIC Parent Training Program-Early Childhood curriculum is specifically used.
- A program to provide the core services of a local Child Advocacy Center. Services provided must adhere to the accreditation standards of the National Children’s Alliance.

All completed proposals must be electronically submitted no later than noon, Friday, February 3, 2012 to christine.grodek@onslowkids.org. Any documents that can not be sent electronically must be received by the same deadline at the Onslow County Partnership for Children, 301 Northwest Drive, Jacksonville, NC 28546.
