SMART START FUNDED PROGRAMS
CHILD CARE SUBSIDY (DSS)

EDUCATING THE CHILD CARE WORKFORCE (CCCC)
Coordinates and provides professional development opportunities for child care professionals. Contact Coastal Carolina Community College (CCCC) at 938-6140.
CHILD CARE RESOURCE & REFERRAL
Provides information and referrals to parents seeking quality child care services; provides a Resource Center for parents and child care professionals to have access to educational materials; links child care professionals to training opportunities; and provides technical assistance to licensed child care facilities. CHILD CARE QUALITY ENHANCEMENT PROGRAM
Provides technical assistance to child care programs in support of upgrading their quality of care and star rating, utilizing Environmental Rating Scales. Contact QE at 938-0336.
CHILD CARE QUALITY MAINTENANCE PROGRAM
Provides technical assistance to child care programs in support of maintaining their quality of care and star rating, utilizing Environmental Rating Scales. Contact QM at 938-0336.
PARTNERS FOR INCLUSION (Louise Biller & Associates)
Master’s level mental health clinicians will provide early childhood caregivers and teachers training and support on-site to successfully include children at risk for developmental disabilities or social/emotional challenges in licensed childcare or preschool programs. TEEN PARENTING PROGRAM (PEERS)
Supports non-Medicaid eligible first time teen parents age 17 or younger. Contact PEERS at 938-5447
PARENT EDUCATION ENHANCEMENT PROJECT (PEERS)
Provides parent education classes that address child development, discipline, parental stress, and communication. Contact PEERS at 938-5447
WAGE$
A state-wide salary supplement program that rewards child care professionals for obtaining early childhood education. Contact the OCPC at 938-0336.
THE INCREDIBLE YEARS (PEERS)
A basic parent training program is offered to parents of children aged two to five who have challenging behaviors as reported by the child’s guardian.Each weekly session of the fourteen consecutive week series will last approximately two hours and will be provided to a minimum of twelve and a maximum of sixteen participants for each series. RAISING A READER
A national program that works through existing community networks to coach parents and children to read aloud together, a strategy designed to improve literacy skills, make children lifelong learners and encourage them to become library users.
CHILD ADVOCACY CENTER
Provides an opportunity for children who have suffered physical or sexual abuse to begin the process of healing, to experience closure through the quick and efficient prosecution of perpetrators, to feel supported, and to develop resilience in the face of difficult circumstances. Services provided by our local CAC include forensic interviews, medical evaluations, parent education, linking families to advocacy and case review. Having a CAC in our local community allows us to collect and analyze data about local child abuse trends, and it reduces the financial costs and time burdens for families of having to travel outside our community for needed services.
PROGRAM EVALUATION/COORDINATION
Our Program Evaluator works with community stakeholders to develop activities to achieve the goals, objectives and outcomes articulated in the OCPC strategic plan. Staff provide support and expertise and oversee other roles such as preparing community needs assessments, managing the Request for Proposal processes and participating in the development of staff funding recommendations. Staff also work with partners to develop annual evaluation plans and track implementation and outcomes for all funded activities; conduct partner site visits to assess progress toward program goals; participate in strategic planning; gather and analyze relevant data; and report findings to the North Carolina Partnership for Children (NCPC) and others as required and/or requested.
FEDERAL GRANT
EARLY HEAD START (EHS)
OCPC has been awarded a federal Early Head Start grant for FY09/10 and FY10/11 in the amount of 1.47 million dollars. The program begins in January 2010. EHS will serve 72 income eligible families, including pregnant women and families who have children aged 0-2. EHS will utilize a home based option featuring the Parents as Teachers Born to Learn Curriculum. Contact OCPC at 938-0336

YOUNG MOM'S CONNECT (YMC)
YMC was created specifically for young women who are pregnant and/or parenting and are looking for health and safety information and resources for themselves or their child. You will find information here on a variety of topics, including: Your Health, Sexual Health, Relationships, Pregnancy (both pre-natal and post-natal) and Parenting.
BLUE CROSS BLUE SHIELD GRANT
SHAPE NC
Shape NC is a partnership addressing early childhood obesity. With a focus on the child care setting, Shape NC will increase knowledge of nutrition and the importance of physical activity practices among young children, their families and teachers, with the goal of increasing the number of young children in child care at a healthy weight. Measures of success will likely include, among others, improved nutrition and physical activity practices in child care settings, healthier play environments and a state-level policy blueprint to impact the health of young children.
NC DIVISION OF CHILD DEVELOPMENT AND EARLY EDUCATION FUNDED
NC PRE-K (NCPK)
The NCPK Program is a state funded Pre-Kindergarten program. This program is designed, to provide quality experience for 4-year olds who are at risk for school failure in order to enhance their readiness for Kindergarten.
OCPC PROGRAMS
EMS CHILD CARE
In December 2003, an after action report was completed by Emergency Management Services on actions taken by Emergency Medical Services, Medical Services and Human Services during Hurricane Isabel. In the report it was identified that “Child care for members of the disaster ready team became a frequently addressed issue. During destructive weather most childcare providers closed leaving workers without appropriate childcare.” Emergency Medical Services presented the issue to the Onslow County Partnership for Children to determine how and if the issue could be addressed. Onslow County Partnership for Children and local Child Care providers have created a system to provide child care for emergency medical workers in the event those workers are activated. It is a pioneer program that has received national attention.
