Request for Proposals 2010-2011

The Onslow County Partnership for Children (OCPC), a private, non-profit (501(c)3), serves the interest of Onslow County’s children and their families.  The OCPC administers the Smart Start funding for Onslow County that targets families and their children ages 0-5.  The OCPC is currently seeking individuals/organizations who wish to be considered as a Direct Service Provider (DSP) for any of the following program areas for fiscal year 2010-2011 (July 1, 2010-June 30, 2011).

Early Care and Education

  1. A program that provides a variety of services for child care providers and families. Primarily provides information and referrals to parents seeking quality child care services (Child Care Resource and Referral).
  2. A program that recruits and supports child care providers who work full-time in regulated child care centers in Onslow County to take college credit courses in Early Childhood Education (Professional Development).
  3. Programs to provide technical assistance to assist child care programs in increasing and maintaining their star ratings (Child Care Quality Maintenance & Child Care Quality Enhancement). 
  4. A program to support child care providers to care for children with special needs through technical assistance and guidance with the goal of minimizing placement disruptions for children (Partners for Inclusion).
  5. A program that provides administrative and programmatic support to enable the efficient and effective implementation of the More at Four pre-kindergarten program within child care facilities by serving More at Four teaching staff, directors of More at Four sites, and families interested in More at Four services (More at Four Coordination).

Health Support

  1. A program to provide universal screening of children 0-5 admitted to or born at Onslow Memorial Hospital. Screenings will be conducted by qualified social work staff (Every Child Counts).

Family Support

  1. A program to provide classes and materials on parenting and child development for parents utilizing standardized curriculums (Parent Education Enhancement Project).
  2. A program to provide support for first time teen mothers to remain in school, achieve goals to improve parenting skills, and enhance employment opportunities (Adolescent Parenting Program).
  3. A program that provides one-on-one support to parents of children 0-5 in the home using the Parents as Teachers curriculum (Parents as Teachers).
  4. A program that will assess needs and facilitate the accessibility of human and medical services to low income, underserved populations in rural Onslow County (Reaching Our Communities). 
  5. A parent education program designed for parents of behaviorally challenged children ages 2-5. The Incredible Years: BASIC Parent Training Program-Early Childhood curriculum is specifically used. (The Incredible Years).
  6. A program to provide additional support for families and children through identifying and assessing child victims. (Child Advocacy).

Corresponding with the above listed programs, the RFP materials will have a Continuing Activity Description and Logic Model that provides more detailed information about each program.

New Applicant Bidding Requirements

Submit: Administration of Activity, New Service Provider Application, Logic Model, Continuing Activity
Description, Budget Narrative and Signature Sheet.

 

All completed proposals must be electronically submitted no later than 12:00 pm, Friday, February 12, 2010 to stan.brown@onslowkids.org .   Any documents that can not be sent electronically must be received by the same deadline at Onslow County Partnership for Children, 308 Western Blvd., Jacksonville, NC 28546.
